Request For Proposal PV Panels Installations

INITIAL CALL

Malta Air Traffic Services Limited (MATS) is launching a project inviting interested parties to express their interest in investing in Photovoltaic (PV) panels installations.
This call intends to consider prospects of public private partnerships or private investment in Photovoltaics (PV), which the Company can deploy and make use of, at its external sites.
While this call requests interested professional companies in the field of PVs to provide detailed information including financial proposals, MATS Ltd reserves the right to opt for different solutions, both from a technical and economical point of view.

BACKGROUND

Malta Air Traffic Services (MATS) Ltd. is a registered limited liability company that provides Air Navigation Service Provision (ANSP) in the Maltese airspace.
MATS provides air traffic services to commercial and military aircraft, flying in the Malta Flight Information Region (lower & upper), a delegated airspace, Search and Rescue services and terminal and aerodrome services for the Malta International Airport.
MATS is an ISO 9001-2015 certified organisation.

Objectives

MATS is willing to provide designated spaces at its external sites for the use of PVs, primarily solar energy.

MATS does not intend to purchase, install or maintain, the equipment proposed, since the subject matter is not its expertise, hence it is hereby inviting interested parties to send their proposals as described in section 4.

MATS invites competent companies in the field of alternative energy, in particular PVs to send their proposal.

The Proposal/s

The proposal can be composed of two options:-.

1. The installation and maintenance of PV systems at MATS’ sites, whereby the Service Provider pays an annual fee to Malta Air Traffic Services, with all costs borne by the Service Provider.

2. The installation and maintenance of PV systems at MATS’ sites with costs and income shared by MATS and the Service Provider. The areas available for such projects are around the Maltese islands and all enjoy unobstructed sunlight, from sunrise to sunset. The designated areas have the following measurements:-

1) Area A = 1000 m2
2) Area B = 150 m2
3) Area C = 500m2
4) Area D = 100m2

Suppliers / bidders are requested to submit detailed proposals to Malta Air Traffic Services of how they intend to carry out the investment by providing all technical details together with the financial proposal detailing the returns to MATS. Sketch of each area can be found in the appendix to this document.

Evaluation

The proposal evaluation criteria will take into consideration the financial offer (45%), the technical details including the energy to be generated by the proposed investment (40%), the support, reliability and risks envisaged (10%) as well as past experience in undertaking similar projects (5%).
Applicants are required to detail and demonstrate their experience and expertise together with the technical and financial capacity to implement the scope of works during the lifetime of the project.1 Applicants shall have an internal Quality System in place.
The contract award criteria will take into consideration the legal aspect of the Company and the reliability of service it can provide, hence at application stage the Company must be certified and licensed by the respective authorities.
In the case of a consortia, the Companies shall present the relevant agreements between the Companies.

Expected Details in the proposal

In the proposal, bidders are expected to include

The extent of products and services, that can be offered including minimal performance standards;
A brief overview of the organization and its operations, using statistics, and customer demographics. State your strengths and weaknesses;
A Business Plan explaining the strategy to implement the proposed project, including (but not only):

a. Comprehensive breakdown of total project cost;
b. Calculations in relation to the electricity expected to be generated from the proposed infrastructure;
c. Detailed Financial Offer;
d. Technical specifications and detailed literature in relation to all materials proposed to be used during the implementation of the project;
e. Project plan illustrating the implementation of all proposed project works including the project team, the specific duties to be performed by the provider and the expected outcomes;
f. Program for maintenance of the site covering the lifetime of the proposed infrastructure, and methods for monitoring performance and processes for implementing corrective action; and,
g. any other pertinent information.

The proposal should include also details as to how the proposed system will safeguard MATS building and equipment particularly against;

1. Lightning strikes
2. Damage to MATS’ equipment due to a failure in the installed system
3. Flooding
4. Strong Winds

Applicants cannot contact in any other way any person within MATS during any stage of the process. Any applicant in breach of this condition shall be disqualified.

Closing date for clarification is Wednesday 18th April 2018, while last response to clarifications can be issued up to Wednesday 25th April 2018.

EXPRESSION OF INTEREST

AIRSIDE BUILDING FOR LEASE

Malta Air Traffic Services Limited (MATS) invites interested parties to submit an expression of interest in acquiring on a lease basis office space in buildings which are situated within the airport perimeter.

Parties without a valid requirement of airside facilities will not be considered eligible for this expression of interest. Additionally, parties are also required to secure an AVSEC pass if they do not have one, to be able to enter into a lease agreement.

MATS is offering spaces for lease at its external sites for the use of offices, corporate aviation, storage (excluding dangerous goods), lecture rooms, workshops (limited activity) and meeting rooms.
MATS will be leasing the premises ‘tale quale’ and any changes to the premises shall be agreed in advance.
The period available for lease commences on the 1st July 2018 and is valid for two years, renewable thereafter, upon agreement between the parties.

Parties submitting their expression of interest shall present their Company profile including the requirements for the airside premises. In the expression of interest, the party shall submit the intentions, including the number of personnel that are expected to be housed in the leased premises, the actual activity that will be performed, planned alterations and the rate tendered. The tendered rate shall be exclusive of VAT.
The area available for lease is at Gate 1, Luqa Airport, Luqa. (Ref: Appendix 1)
The total area measures around 1000 m² and is split in different sections. The Area available for lease is within a complex situated at ground floor level. Refer to Appendix 2 to this document in which the areas available for lease are shaded in yellow. Alterations are also possible.

The evaluation criteria will take into consideration the rate offered (60%) and the proposed activity requirements linked to airside (40%). Applicants shall have an internal Quality System in place.
